கனடா பிரதமர் திரு. மார்க் கார்னி அவர்களால் 2026 மே 18 அன்று வெளியிடப்பட்ட அறிக்கையில், “தமிழ் இனப்படுகொலை நினைவு நாள்” (Tamil Genocide Remembrance Day) என்ற சொல் பயன்படுத்தப்பட்டதை நாங்கள் வன்மையாகக் கண்டிக்கிறோம்.
இலங்கையைப் பிரிப்பதற்காக வன்முறையையும் பயங்கரவாதத்தையும் மேற்கொண்டதன் காரணமாக சர்வதேச ரீதியாகத் தடைசெய்யப்பட்ட பயங்கரவாத அமைப்பான புலிகள் (LTTE) உடன் தொடர்புடைய நபர்கள் மற்றும் குழுக்களினால் பரப்பப்படும் கருத்துகளால் கனடா பிரதமர் தவறாக வழிநடத்தப்பட்டுள்ளார் என்றே நாங்கள் நம்புகிறோம்.
இந்தக் கருத்துகள், இலங்கையின் உள்நாட்டு மோதலின் இறுதிக்கட்டம் தொடர்பான யதார்த்தங்களை மறைத்துள்ளன.
யாழ்ப்பாணத்தில் பிறந்து, மோதல் நிலவிய காலப்பகுதியில் வாழ்ந்து, இன்றும் இந்நாட்டில் வடக்கில் தொடர்ந்து வாழ்ந்து வரும் இலங்கையின் ஒரு தமிழ்க் குடிமகன் என்ற ரீதியில், கனடா பிரதமரின் அறிக்கையில் எனது நாடு குறித்து தவறான முறையில் சித்தரிக்கப்பட்டிருப்பதற்கு எனது பலத்த எதிர்ப்பைத் தெரிவித்துக் கொள்கிறேன்.
மேலும், இலங்கையின் ஒரு தமிழ்க் குடிமகன் என்ற வகையில், இலங்கைத் தமிழ் மக்களுக்கு எதிராக இனப்படுகொலை செய்யப்பட்டது என்ற குற்றச்சாட்டை நான் திட்டவட்டமாக நிராகரிக்கிறேன்.

பொருளாதார அல்லது அரசியல் நன்மைகளைப் பெற்றுக் கொள்வதற்காக, தங்களை அகதிகளாகக் காட்டிக்கொண்டு பொய்யான காரணங்களின் கீழ் வெளிநாடுகளில் தஞ்சமடைந்த முன்னாள் புலிகளும் அவர்களது ஆதரவாளர்களாலுமே இந்த இனப்படுகொலை என்ற கருத்து பெரும்பாலும் பரப்பப்பட்டு வருகிறது என்பதை நான் மரியாதையுடன் தெரிவித்துக் கொள்கிறேன்.
ஆவணப்படுத்தப்பட்ட சான்றுகள் மற்றும் சர்வதேச அளவில் அங்கீகரிக்கப்பட்ட அறிக்கைகளின் அடிப்படையிலேயே நான் இந்த மறுப்பு ஊடக அறிக்கையை வெளியிடுகிறேன்.
இலங்கையில் இடம்பெற்ற இறுதி யுத்தம் தொடர்பில் ஐக்கிய நாடுகள் சபையின் நிபுணர் குழு அறிக்கை, மோதலின் இறுதிக்கட்டங்களின் போது புலிகள் அமைப்பிற்கு எதிராக சுமத்தப்பட்ட கடுமையான குற்றச்சாட்டுகளை அடையாளம் கண்டுள்ளது.

புலிகள் அமைப்பினால் மேற்கொள்ளப்பட்டதாகக் கருதப்படும் கடுமையான மீறல்களின் ஆறு முக்கிய வகைகளை அந்த அறிக்கை பின்வருமாறு விவரிக்கிறது:
“யுத்தத்தின் இறுதிக்கட்டங்களுடன் தொடர்புடையதாக புலிகள் மீது சுமத்தப்பட்டுள்ள நம்பகமான குற்றச்சாட்டுகள் குறித்து நிபுணர் குழு நடத்திய ஆய்வில், கடுமையான மீறல்களுக்கான ஆறு முக்கிய பிரிவுகள் கண்டறியப்பட்டுள்ளன:”
1. பொதுமக்களை மனிதக் கேடயங்களாகப் பயன்படுத்தியமை.
2. புலிகளின் கட்டுப்பாட்டில் இருந்து தப்பியோட முயன்ற பொதுமக்களைப் படுகொலை செய்தமை.
3. பொதுமக்கள் வாழும் பகுதிகளுக்கு அருகில் இராணுவத் தளவாடங்களைப் பயன்படுத்தியமை.
4. சிறுவர்களைக் கட்டாயமாகப் படையில் சேர்த்தமை.
5. கட்டாய உழைப்பு; மற்றும்
6. தற்கொலைத் தாக்குதல்கள் மூலம் பொதுமக்களைக் கொன்றமை.
எனவே, போர்க்குற்றங்கள் மற்றும் இனப்படுகொலை தொடர்பான குற்றச்சாட்டுகளை, தற்போது உங்கள் நாட்டில் அகதி அந்தஸ்தின்கீழ் வசித்து வரக்கூடிய முன்னாள் புலி உறுப்பினர்கள் மற்றும் அவர்களது ஆதரவாளர்களை நோக்கி திருப்புமாறு நான் உங்களை மரியாதையுடன் கேட்டுக்கொள்கிறேன்.
கூடுதலாக, சர்வதேச மன்னிப்புச் சபை (Amnesty International) முன்னர் பின்வருமாறு குறிப்பிட்டிருந்தது:
“சர்வதேச மன்னிப்புசபையின் அறிக்கையில் அடையாளம் காணப்பட்டுள்ள குற்றங்கள் குறித்து விசாரிப்பதற்கும், பொருத்தமான இடங்களில் தங்களது தேசிய நீதிமன்றங்களில் அவற்றின் மீது வழக்குத் தொடருவதற்கும் உலகளாவிய அதிகார வரம்பைப் பயன்படுத்துமாறு பிற நாடுகளின் தேசிய அதிகாரிகளை சர்வதேச மன்னிப்புச் சபை கேட்டுக்கொள்கிறது.”

“குறிப்பாக புலிகள் (LTTE) அமைப்பினால் இழைக்கப்பட்ட மீறல்கள் குறித்து நடத்தப்படும் ஒரு சர்வதேச விசாரணை, இலங்கையின் நல்லிணக்கச் செயல்பாட்டிற்கு பெரிதும் உதவும்” என சர்வதேச மன்னிப்புச் சபையின் ஆசிய-பசிபிக் பிராந்திய இயக்குநர் சாம் ஷரீஃபீ தெரிவித்துள்ளார்.
இந்த அறிக்கைக்கமைய கனடாவில் அகதிகள் என்ற போர்வையில் வாழ்ந்து வரக்கூடிய, புலிகளின் (LTTE) போர்க்குற்றங்களுடன் தொடர்புடைய நபர்களை கனடா அதிகாரிகள் அடையாளம் காண வேண்டும் என்றும், கனடிய மற்றும் சர்வதேச சட்டங்களின்படி அவர்களுக்கு எதிராக தகுந்த சட்ட நடவடிக்கை எடுக்கப்படுவதை உறுதி செய்ய வேண்டும் என்றும் நான் கேட்டுக்கொள்கிறேன்.
சர்வதேச அளவில் பயங்கரவாதச் செயலாக அங்கீகரிக்கப்பட்ட, இந்தியாவின் முன்னாள் பிரதமர் ராஜீவ் காந்தி அவர்கள் இந்திய மண்ணில் வைத்து புலிகளால் (LTTE) படுகொலை செய்யப்பட்டது இதே மே மாதம் 21 ஆம் திகதி (21 மே 1991) என்பதையும் நான் உங்களுக்கு நினைவூட்ட விரும்புகிறேன்.
இறுதியாக, எனது தனிப்பட்ட ஆழமான சோகம் ஒன்றையும் நான் பகிர்ந்து கொள்ள விரும்புகிறேன். எனது தாயாரின் சகோதரர்கள் மற்றும் எனது மனைவியின் தந்தை உட்பட எனது குடும்பத்தைச் சேர்ந்த மூன்று பேர் புலிகள் (LTTE) அமைப்பினால் கடத்தப்பட்டு, அவர்களின் கொடூரமான “துணுக்காய்” சித்திரவதை முகாமில் அடைக்கப்பட்டு, சித்திரவதைக்கு உள்ளாக்கப்பட்டு, இறுதியில் படுகொலை செய்யப்பட்டனர்.

கொடூரமான சித்திரவதைகள் மற்றும் கைதிகளை மனிதநேயமற்ற முறையில் நடத்திய விதம் ஆகியவற்றின் அடிப்படையில் புலிகளின் (LTTE) “துணுக்காய்” வதைமுகாம், ஜெர்மனியில் இருந்த ஆஷ்விட்ஸ் (Auschwitz) மற்றும் சாக்சன்ஹவுசென் (Sachsenhausen) போன்ற அவப்பெயர் பெற்ற நாஜி வதைமுகாம்களுடன் ஒப்பிடக்கூடியவாறே இருந்தது.
புலகளின் (LTTE) துணுக்காய் தடுப்பு முகாம் மற்றும் சித்திரவதை முகாமில் நடந்த அத்துமீறல்களுக்குப் பொறுப்பான பல நபர்கள் தற்போது கனடாவில் வசித்து வருகின்றனர் என்பதற்கான நம்பகமான ஆதாரங்கள் எங்களிடம் உள்ளன. இந்த நபர்கள் தொடர்பான தொடர்புடைய தகவல்களையும் ஆதாரங்களையும் நாங்கள் ஏற்கனவே உரிய அதிகாரிகளுக்கு அனுப்பியுள்ளோம்.
எனவே, சர்வதேச சட்டத்திற்கு இணங்க இத்தகைய நபர்களுக்கு எதிராக தகுந்த சட்ட நடவடிக்கைகளை எடுக்குமாறும், உலகின் எந்தப் பகுதியிலிருந்தும் வரும் பயங்கரவாதிகள் அல்லது போர்க்குற்றவாளிகளுக்கு கனடா ஒரு பாதுகாப்பான புகலிடமாக விளங்காது என்பதை உலகிற்கு நிரூபிக்குமாறும் உங்கள் அரசாங்கத்தை நாங்கள் வலியுறுத்திக் கேட்டுக்கொள்கிறோம்.

His Excellency Mr. Mark Carney
We strongly condemn the use of the term “Tamil Genocide Remembrance Day” in the statement issued by Canadian Prime Minister Mr. Mark Carney on 18 May 2026. We believe that the Prime Minister of Canada has been misled by narratives promoted by individuals and groups affiliated with the LTTE, a terrorist organization proscribed internationally for its violent campaign to divide our country. These narratives, in our view, have distorted the realities surrounding the final phase of Sri Lanka’s internal conflict.
As a Tamil citizen of Sri Lanka who was born in Jaffna, lived through the years of conflict, and continues to live in this country today, I wish to express my strong objection to the inaccurate characterization of my country in the statement issued by the Canadian Prime Minister. Furthermore, as a Tamil citizen of Sri Lanka, I categorically reject the allegation that genocide was committed against Tamil people in Sri Lanka.
I respectfully submit that the genocide narrative has largely been propagated by former LTTE sympathizers and individuals who sought asylum abroad under false pretenses, often portraying themselves as refugees for economic or political advantage. I make this statement based on documented evidence and internationally recognized reports.

The United Nations Panel of Experts report on Sri Lanka identified serious allegations against the LTTE during the final stages of the conflict. The report outlines six core categories of potential violations committed by the LTTE:
“The panel’s determination of credible allegations against the LTTE associated with the final stages of the war reveal six core categories of potential serious violations:
1. using civilians as a human buffer;
2. killing civilians attempting to flee LTTE control;
3. using military equipment in the proximity of civilians;
4. forced recruitment of children;
5. forced labour; and
6. killing of civilians through suicide attacks.”
Therefore, I respectfully urge you to direct allegations relating to war crimes and atrocities toward former LTTE members and affiliates who may now be residing in your country under refugee status.
In addition, Amnesty International has previously stated:
“Amnesty International also calls on the national authorities of other countries to exercise universal jurisdiction to investigate crimes identified in the report and to prosecute them in their national courts, where appropriate.”

“An international inquiry especially into the violations committed by the LTTE will greatly help the process of reconciliation in Sri Lanka,” said Sam Zarifi, Amnesty International’s Asia-Pacific Director.
Accordingly, I request that the Canadian authorities identify individuals linked to LTTE-related war crimes who may be living in Canada under the guise of refugees, and ensure that appropriate legal action is taken against them in accordance with Canadian and international law.
I would also like to remind you that it was on this very day, 21 May 1991, that the LTTE assassinated former Indian Prime Minister Rajiv Gandhi on Indian soil — an act internationally recognized as terrorism.
Finally, I wish to share a deeply personal tragedy. Three members of my family, including my mother’s brothers and my wife’s father, were abducted by the LTTE, detained at the LTTE’s notorious “Thunukkai” torture camp, subjected to torture, and ultimately murdered. The LTTE’s Thunukkai torture camp has often been compared, in terms of its brutality and inhumane treatment of detainees, to infamous Nazi concentration camps such as Auschwitz and Sachsenhausen in Germany.

We possess credible evidence indicating that several individuals responsible for atrocities committed at the LTTE’s Thunukkai detention and torture camp are currently residing in Canada. We have already forwarded relevant information and evidence regarding these individuals to the appropriate authorities.
We therefore urge your government to take appropriate legal measures against such individuals in accordance with international law, and to demonstrate to the world that Canada will not serve as a safe haven for terrorists or perpetrators of war crimes from any part of the world.
